App to answer phone and play recorded message?

    They call sometimes twice, sometimes three times a day, almost every day. That's too much, and "not expending too much energy" on it won't work, since I am already really annoyed by it.

    I want to find a way to somehow make them stop, and making them reach a "this number has been disconnected" kind of message might help - which is why I'm trying to find a way to do this.

    Check out Current Caller ID. It does a quick internet search to try to tell you who's calling, includes spam filters, and also has a call block feature that you can manage.

    You mentioned in your OP that you'd be interested in the ability to answer a call in "mute" mode. Perhaps you could figure out how to use something like Tasker or IFTTT to put your phone on mute based on callers that aren't listed in your contacts.

    jigwashere, I checked out Current Caller ID - after I installed it, it displayed a message saying it would upload my call logs and all my contacts to their server. I didn't want that, so I quit and uninstalled it.

    Whatever security measures they may have or claim, I wouldn't want all my data uploaded there - so that's a no-go.

    It's certainly up to you how to handle your calls. I was just saying that it's more trouble than I'm willing to go to, but of course I'm not you.
