    You are talking about the old App Ops utility, which became pretty much unnecessary starting with Marshmallow. Since Android 6, you go to settings, apps and permissions (they keep changing exactly how it's implemented) and for any permission, it will show you all apps that can use that permission with toggle switches to turn those permissions on or off. There are some variations on this for some of the special permissions, but that's the general idea. They keep changing when apps ask for those permissions having moved more away from asking permission when the app is installed to asking when the app first needs the permission.
