Unhappy Not a valid Windows CE setup file

I've got an old AirPanel running Windows CE 4.1 .net. I know the processor is an ARM. I think I have downloaded the correct versions of drivers and apps, but EVERYTHING I try to run gives me the error this file is not a valid windows CE setup file.
ANY ideas on how to get around this would be greatly appreciated.

That is generally because the file is not compatable with your OS. The file may be stated that it works with your OS, but the cab file may not be.
