Rather than a hard reset open ActiveStink on the PC when the HX4700 is not connected. Delete your existing partnership using File/Delete Partnership.
Now sync your PDA and setup a new partnership. Once that is done you can copy files from your old folder into the new sync folder.

    Default PI causing it?

I had this problem after copying and pasting my entire documents folder from my 3970 to the 4700. The cause was the webis folder, which is used by pocket informant to store its settings. Simply rename it, you will see that it will be recreated after a soft reset. After that my preferences for PI didn't stick for two more soft resets, but after that I was fine.
