1st boot
O.K., It has been 2 hours now since I plugged my IIIc up to charge for the first time. I got impatient and tried to power the unit on but it won't come on. Will the unit not power up until the charging indicator goes out (~4hrs) or do I have a bad unit?

I don't know - you may have to do a hard reset. But definitely let it finish the 4-hour charge, or you may shorten the battery life.

On first charge of a IIIc - WAIT "TIL THE ORANGE CHARGING LIGHT GOES OUT. This is critical for the life of your battery.
Once the light goes out, take it out of the cradle and hit the reset button with the reset pin hidden under the cap of the stylus. The device should power up.
