Either fake images or WP 7.8 testing. Look at the Windows key. It's got the WP7/Windows 7 wavy flag, not the four-trapezoid insignia of Windows 8 (that the home key on the Microsoft Surface has):

I'm claiming no knowledge or expertise on this; but I've seen the wavy logo and the other rectilinear logo used somewhat interchangeably. I don't make the specific identification you do; but you may be right.

The problem is that tech blogs often include photos of WP7 phones as illustrations in stories about WP8 phones. "Article about WP8's marketplace? We don't have pictures of the WP8 marketplace, so why not have a picture of a Lumia with WP7's marketplace!" That sort of thing.
When actually looking at photos of WP8 devices, they all use the four-trapezoid version of the start devices. The four-trapezoid rebranding is a big part of Windows 8 / Windows Phone 8 identification, in part because it's more modern and "metro," and in part because it's a visual reference to the "folding away" effect from opening and closing apps in Win8 and WP8:

Edad! Those are some ugly interfaces. ;-) (opinion, of course) I don't care how good Windows phone is, I just can't get past the dayglo tiles. Sorry, just have never seen them all in one place before.
