The CPU's seem to be far outpacing the pace of OS and hardware rollouts.

For the moment, but such things tend to come in fits and starts--processors stagnated for quite awhile at the ~600 and ~1000 MHz marks. Now they're having a growth spurt.
Of course there's no guarantee that these processors will actually clock at 2.5 GHz when they hit the street. A processor might be capable of that in development, but they end up deciding that the performance/power ratio doesn't work. Something similar happened with the most recent generation of XScale processors: Intel demoed them at 1.25 GHz, at a time when 624 MHz was top of the line. But that speed only offered a 25% boost in actual performance over a 624 MHz chip, so when the things finally shipped, they did so at a clock speed of 800 MHz, to balance out performance versus power consumption.

I'd love to see a 25% speed increase with my 1.2GHZ dual core Sensation over my 1GHZ single core desire HD, OS, drivers, bloatware have more effect than cpu speed it appears.
The last time I was impressed by cpu technology was the first generation snapdragon on my winmo acer neotouch, which incidentally, is also faster than my dual core HTC Sensation mostly.
New processors are great when they make an actual tangible difference.LG Nexus 4
