I have a problem.

I use Whether only and it work great. Only problem is that I don't have the curent wheter and it's 1 day ahead (like today we are Sunday, and I don't have Monday prevision)

here is my config file:

time,-5,105,Canada:


options,cleartype,off
options,calendarformat,2

No sure id the time is set right. I'm in East time (-5)

First try clearing your buffer, delete everthing, then refresh. Your code for time is wrong. Use code below.
35,-05:00,Eastern Standard Time : (GMT-05:00) Eastern Time (US & Canada)

But I'll have to put it into my agenda-weather skin, but my question is if I can put it anywhere in this file? Or do I have to place it in some kind of order related to the rest of the skin?

You have to create a new region for the rss feed which can be added below the other items or behind the other items accessed by clicking an icon. There should be some skins & config files that you can adapt.
