Does Android synchronize with Outlook;
Does Android synchronize with Outlook, calendar, contacts, notes and tasks?
Is it possible to create software that will run on desktop and synchronize with the phone?

I don't own an Android device, but I understand it's possible to sync with Outlook using Google Calendar Sync

yes, sync OE contacts / address book and calendar. I have not done it yet but the feature is available. Also sync Gmail account features, calendar and contacts + email...

I'd like to buy an Android now but not without a seamless way to sync with MS Outlook between work and home. (no circuitous import/export from other programs).

Yes for HTC phones. HTC sync manager connects directly to Outlook Contacts and Calendar but not for Notes and Tasks. There is some info here HTC Sync Manager
I don't know how good it is because I have never used itNostalgia isn't what it used to be

Too bad HTC Sync Manager doesn't seem to be intended for all HTC phones.
CompanionLink works, tough it takes awhile to tame. It kept wanting to make duplicates on the phone (which then it would also try to put in Outlook) and also kept wanting to change listing as firstname lastname when I have Lastname Firstname. Luckily I have my Outlook contacts backed up and could always go back to square one. What finally seemed to work was to do a purge sync deleting everything on the phone and copying over from Outlook. After that, it did a couple of two way syncs just fine.
It syncs to the default contacts app (which is why it asks you to turn off syncing contacts with Gmail contacts-- but you can turn it back on occasionally to back up new entries). For Calendar, Notes and Tasks, it syncs to it's own apps. I wish it used the default Calendar app and then just had Notes and Tasks. The Notes and Tasks apps are really nice to have. The calendar app is a little prettier, but doesn't really add functionality and it means the default Calendar db doesn't get updated by Outlook. This is problematic.
And, it is expensive. $40. You do get a free 15 day trial.
This is better than when I tried to use this software with Google when I was experimenting with Symbian, but it is still quirky. However, if USB sync is important, it does work and gives you everything... Calendar, Contacts, To-Dos and Notes.
I'm not sure whether I am going to keep using it or not. I will continue to sync to Google because it is just so convenient, automatic and useful (30 seconds after a factory reset, everything restored). I will probably just use this to insure Outlook gets new information once a week. We'll see.Hook's Stories

You are going to have to get third-party software -- the Android OS was created to synchronize with onlne sources, not with desktop PCs.
But that's true of all the smartphone operating systems these days.

COMPANIONLINK is what I use and with update it gets better. Great customer support too.

To synchronize tasks I use Astrid on Android and synchronize it using OutlookSync for Remember The Milk.
